Normal duty comes from the "General" rate of the US tariff line your code points to. A 6-digit code covers several US lines, so you see a range from the lowest to the highest. A 10-digit US code pins it down.
Extra duties by origin are added on top, each from its Federal Register notice: the Section 301 duty of 10% or 12.5% on goods from 60 economies (for the EU, Taiwan, Japan, Korea and Switzerland, a cap that includes the normal duty), 25% on most goods from Brazil, and 50% on listed Canadian alcohol, dairy and cars. China's Section 301 list duty shows as 0 to 25%, because the list for each code is not machine-readable yet.
Every parcel pays. Since 29 Aug 2025 the US has no USD 800 duty-free limit, so duty applies to small parcels too (Federal Register).
